Council members serve without salary as an advisory group to the president of the College. Authority of the Council is in such areas as regulations governing student conduct, regulations concerning care and management of campus facilities, review of academic programs, approval of candidates for college degrees, and selection of the College president.
Welch, an attorney, is partner in Welch and Zink Attorneys, Corning.
He holds a JD from Cornell University and a BS in accounting from Canisius College. He served in the National Guard 1968-74.
Welch is a member of the boards of Corning Natural Gas Corp. and Three Rivers Development Corp.
The Corning Free Academy graduate is married to the former Elizabeth Amisano; they are the parents of two adult sons.
